James Caban allegedly used his influence to pressure Aneudy Castillo, the commanding officer of the 34th Precinct, to stop enforcement against businesses he represented.

This alleged favoritism left many residents feeling ignored and powerless, as thousands of 311 complaints went unanswered.

Between August and September alone, more than 8,500 service requests were logged in Manhattan’s Community District 12, highlighting the extent of the issue.
